F-Gas Regulations
F-gases are fluorinated greenhouse gases. Some refrigerants used in cooling and air-conditioning systems belong to this group. Their management addresses emissions reduction, leakage prevention and appropriate recovery. For a chiller investment, regulatory assessment must consider the country of use and operating conditions, not only the refrigerant designation.
Which Rules Apply in Türkiye?
The principal Turkish text is the Regulation on Fluorinated Greenhouse Gases published in Official Gazette No. 32693 on 15 October 2024. For equipment within its scope, leakage prevention, required checks, records, refrigerant recovery and personnel qualifications are important. Applicable obligations depend on the equipment concerned.
Do not assume identical inspection intervals or registration duties for every chiller. Refrigerant type, charge, CO₂ equivalent, equipment characteristics and relevant exemptions must be considered together. EKOMVET registration and certification requirements should be confirmed against current official texts.
Understanding GWP and CO₂ Equivalent
Global Warming Potential, or GWP, compares a gas’s climate impact with carbon dioxide over a defined period; Turkish legislation also uses the abbreviation KIP. CO₂ equivalent combines the quantity of gas with that impact. Tonnes of CO₂ equivalent are calculated by multiplying charge in kilograms by the applicable regulatory GWP and dividing by 1,000.
Low GWP alone does not establish equipment suitability. Refrigerant safety classification, flammability, operating pressure, energy performance and servicing capability also matter. Charging existing equipment with an alternative refrigerant without manufacturer approval is not an appropriate conversion method.
Turkish and EU Requirements Are Different
The European Union applies Regulation (EU) 2024/573. Chillers placed on the EU market face restrictions based on capacity, refrigerant and date, with relevant safety exceptions. Placing new equipment on the market and using refrigerant to service existing equipment are addressed under different provisions.
The EU timetable should not be presented as a directly applicable ban for every installation in Türkiye. Export projects require a separate assessment of the destination market’s current rules. A refrigerant name alone does not establish that it is completely prohibited in all equipment on the same date.
Planning a Chiller Investment
At quotation stage, establish the refrigerant, charge, relevant GWP and destination market. Include maintenance records, leakage management, qualified servicing and end-of-life recovery in the investment assessment.
CEMS Chiller can help evaluate project conditions and refrigerant options. Final compliance decisions must rely on current legislation, equipment documentation and, where needed, a qualified regulatory adviser.
